January 12th. Through its publication, we hope to focus

public attention on the still-continuing illegal and immoral

United Nations' action in Katanga and, of particular interest
George S. Schuyler
to Americans, on the entire question of United States' support
of this action. There seems to be no inclination on the part of the Administra-
tion or the State Department to lessen such support. President Kennedy has
even proposed that the Congress make available $100 million to purchase U.N.
"bonds" and thus make further funds available to U.N. operations. It is time
that the American people let their sentiments be known!
We urge that all Americans who are concerned with the foreign policy
of the United States - and its relations to the United Nations - to take immedi-
ate action:
1. Exert every effort to reprint our Committee's advertisement in
your local newspapers. You have our authority to do SO without prior per-
mission. We suggest you include the names of local citizens among the list
of sponsors.
2. Write or wire President Kennedy, Secretary of State Dean Rusk
and U.S. Ambassador to the United Nations Adlai Stevenson, to demand
immediate withdrawal of all U.S. support of U.N. military action in Katanga.
3. Write or wire your Senators and Congressman and urge them to
support a full-scale Congressional investigation, with public hearings, to
determine the facts about the United Nations' Congo operation and the bearing
of U.N. conduct in general on the security and interests of the United States.
Also urge that they refuse to authorize any additional funds for the U.N. until
the Congress and the public have before them the findings of that investigation.
4. Form a local branch of the American Committee to Aid Katanga
Freedom Fighters to mobilize action in your community:
a) Raise funds for the Committee to use either directly in providing
emergency relief to those innocent people of Katanga who suffered under U.N.
military action or for the general political purposes and programs of the
Committee.
b) Issue press releases to your local newspapers informing them of
the organization of your community citizens' Committee. Enlist statements
of support from prominent community leaders which may be included in your
press release.
c) Begin a campaign of "Letters to the Editor" in your local news-
papers.
d) Arrange for interviews of prominent citizens on this question by
your local TV and radio stations.
e) Organize public meetings to discuss this entire question.
We look forward to your continued cooperation. Historic questions,
involving the security and sovereignty of the United States, are involved in
this issue. We believe it is our responsibility as public spirited Americans
to take all appropriate responsible action.
